JOB TITLE: RECOVERY OUTREACH MANAGER (GRANT COUNTY)

Primary Accountability

This position is responsible for coordination of implementation,
outreach, and navigation efforts for the Recovery Navigator Program in Grant County. The person will work
collectively with the Director of Operations to supervise Recovery Navigation services in Chelan and Douglas
Counties and may also supervise portions of Jail or Re-Entry Peer Support Services provided by Advance.
This position will supervise “Recovery Navigators & Outreach Specialists” aka “Recovery Outreach
Specialists” who provide field-based case management for people with Substance Use Disorder (SUD)
intersecting with law enforcement.

Primary Duties and Responsibilities

1) Provides onboarding, orientation, training, and mentorship to Recovery Outreach Specialists employed
by Advance and community partner agencies.
2) Provides training to and supervision of Recovery Outreach Specialists. This person also advises
assigned community-partner agency staff.
3) Provides training to and supervision of Recovery Outreach Specialists in the following areas:
a. Preparation of program-specific intake summaries, treatment plans, and case summaries; ongoing
maintenance of confidential records, charting of members’ treatment or care plans and progress in
accordance with state and other relevant regulations and in keeping with accepted professional
standards.
b. Ensures person-centered, trauma-informed, culturally sensitive, low-barrier services to people
with SUD and/or criminal legal system involvement.
4) Serves as point of contact and primary liaison with law enforcement, community agency partners, and others
making referrals to the Recovery Navigator Program (unless otherwise specified by Advance Recovery
Navigator Program call schedule).
5) Through collaborative services agreement and in accordance with community partner agency fully executed
contracts, provides direct services (field-based case management outreach coordination, overdose prevention
education, etc.) to SUD program participants as needed:
a. Responds to community referrals and interacts with individuals who might need case management
or ongoing referrals to external services.
b. Performs intake and needs assessments.
c. Facilitates warm hand off to supportive services.
d. Follows up with and attempts re-engagement of program participants in the community when there
is indication of disengagement.
6) Coordinates with case management staff, supervisors, and EMS allies to ensure immediate access and
response to individuals identified as needing services.
7) Participates in program design, development, implementation and ongoing evaluation.
8) Assists with collection, compilation, and preparation of narrative and data-based reports as necessary.
9) Provides consultation to other care providers and health educators on matters relating to SUD treatment
modalities, field-based case management for people with SUD and criminal legal system involvement,
overdose prevention, and increasing access to care for people impacted by SUD.
10) Leads and/or contributes to leadership of teams at county and regional levels to establish and
maintain productive partnerships and strengthen relationships between various stakeholders:
a. County level service teams in assigned counties
b. County level service teams with community partner agencies, with particular focus on law
enforcement agencies.
11) Responsible for:
a. Scheduling of RNP staff including, but not limited to call schedules for 24/7 warm handoff response.
b. Coordination of after-hours on-call phone response to Law Enforcement and other RNP partners
referring arrest diversions to RNP case management; this may occasionally require in-person
response to the EMS station or other facility staffed by 24/7 reception (in-person response will be
based on clinical appropriateness, safety factors, and availability).
c. Monitoring supply of program-specific materials including medication (i.e. naloxone) and outreach
supplies, monitors medications for outdates, determines community/county need, coordinates
ordering and performs routine inventory of medication and supplies in collaboration with local site
staff.
12) Assists with assurance of fidelity to RNP Uniform Standards and LEAD-like principals.
13) Will work to the level of affiliate licensure or certifications (i.e. CPC or Recovery Coach Certification) to
maximize their contribution to collaborative community case management in a team based harm reduction
model.
14) Clinical and/or program-specific documentation:
a. Relays and/or oversees relaying of appropriate information between agencies for SUD clients and
their care teams by monitoring use and implantation of ROIs.
b. Monitors and processes voicemail, email, direct messaging, text messaging, and/or EHR messaging
in a timely manner.
15) Engage in other leadership roles as needed and directed.
16) Other job duties as assigned.

1) Demonstrated experience developing positive, collaborative relationships with law enforcement and social
services providers to effectively serve mutual clients.
2) Understanding of substance use disorders and harm reduction strategies along with a demonstrated passion
for serving individuals experiencing homelessness and SUD challenges.
3) Requires advanced professional skills in order to organize projects and provide supervision of internal
program staff and collaborative leadership with community-based SUD program teams.
4) Requires the ability to work independently and as part of clinical and collaborative community partner
teams.
5) Effective development of priorities and relationships, including flexibility in response to changes in
circumstances or policies.
6) Requires consideration of the work-flows within, as well as outside of, the department or functional area,
and between community agency partners.
​7) Solution-focused orientation based on the general goals and objectives of the department and programs.
8) This position exercises leadership and/or direct supervision over others in the SUD peer recovery coach field
in an integrated team based harm reduction environment following LEAD-like principals and the RNP
Uniform Standards.
9) Functions include: compilation, interpretation, assessment, documentation, and reporting of information,
which may be clinical in nature.
10) Compilation and oversight of reports as required by program funders and community partners, including but
not limited to Carelon and FHC.
11) Employees are expected to determine an effective response to situations encountered within established
precedent, and may be required to respond effectively and safely to situations for which there is not yet an
established precedent.
Professional & Technical Knowledge
1. Job duties require knowledge and training in areas related to substance use disorders typically acquired
through a formal Bachelor level degree program in Chemical Dependency, Counseling, Sociology,
Social Work, or Psychology, or equivalent combination of lived experience of severe use disorder/s and
incarceration plus non-academic education and previous work experience.
2. For applicants without a Bachelor level degree, acceptable equivalent combination of lived experience
and/or non-academic education includes:
a. Personal experience of severe use disorders
b. Personal experience of criminal legal system involvement and incarceration
c. Coursework completion within the comprehensive SUD treatment pathway including Intensive
Outpatient Treatment, Relapse Prevention, and Moral Recognition Therapy or the equivalent
d. Successful completion of requirements and graduation from the Drug Court program or
multi-year probation/parole system or equivalent experience; case-by-case exceptions may be
considered.
3. Equivalent education or experience working with clients with moderate to severe substance use
disorder/s; familiarity with screening, assessment, and evidence-based psychosocial treatments for SUD.
4. Equivalent education or experience with evidence-based therapeutic interventions for SUD (e.g.,
Contingency Management) and brief, structured counseling techniques (e.g., motivational interviewing,
behavioral activation).
5. Willingness and demonstrated education or experience (on volunteer or paid basis) working with
underserved, transient and/or populations at high-risk for morbidity or mortality related to substance use.
6. Ability to effectively document services in the client record using an Electronic Community Case
Management system and hard copy/paper documentation system.
7. Ability to create, send and manage email.
8. Ability to access and use web-based applications and other computer programs including telehealth
modalities.
9. Ability to facilitate additional clinic- or community-based services for teens and adults within the patient
population, if directed and with appropriate training, such as group-based communication/mutual
support and harm reduction services.
Licenses and Certifications

Bachelor’s degree in chemical dependency, social work, psychology or counseling, or equivalent combination of
lived experience of severe use disorder/s and incarceration plus specific certification as below. Valid WA
Driver’s license and reliable transportation is required for travel between Advance office locations.
1) Required: successful completion of WA state certification as CCAR Recovery Coach or agreement to do
so within 6 months of hire. Note: Recovery Coach training can be performed during work hours.
2) If no Bachelor’s degree, then required: successful completion of WA state certification as Certified Peer
Counselor or Peer Support Specialist.

2) Ability to communicate information to internal and external stakeholders, including clients/participants and
their family members, staff, partner agency leadership, and occasionally local and regional elected and
appointed officials which may be perceived by some as challenging and/or unwelcome, and provide
effective responses for the purpose of community education, relationship building, stigma reduction, and/or
creating shared understanding of program objectives.
3) Ability to form and sustain effective relationships with patients/participants, staff and community agency
personnel.
4) Job duties require the employee to provide excellent customer service to all internal and external customers.
5) Employees are responsible for the resolution of conflicts that may arise because of disagreements both
within and outside of our agency.
6) Bilingual in English/Spanish is of benefit but not required.
Work Environment
​
Work is performed in a variety of settings: within interview rooms, indoor and outdoor spaces within the
community and field based settings determined by the time and place of the call received for outreach services.
Field-based settings will occasionally include homeless encampments and/or other outdoor areas frequented by
unhoused individuals as well as institutional settings including shelters, clinics, hospitals, community
organization buildings and county jails. Field-based work settings will be vetted for safety in advance and will
not occur without accompaniment by other Advance Personnel, but there is inherent exposure to risk in these
settings that differs from office-based work.
Training in safety protocols will precede exposure. Any and all institutional visits, if they occur, will be subject
to the safety protocols of the specific institutions.
Position is based out of Advance Omak RNP Office Building, and will require travel to other Advance sites and
community locations as needed. Must have reliable transportation and provide documentation of auto insurance
and valid driver’s license as required.
Ability to be in rotation for Monday - Sunday on-call response to law enforcement for arrest diversion referrals.
Ability to flex schedule when necessary to accommodate special program needs and community events. Street
outreach requires the ability to easily navigate city streets on foot and tolerate a variety of weather conditions
with unrestricted physical mobility (i.e. walking for up to 3 miles)
