Primary Accountability
This position is responsible for coordination of implementation, outreach, and navigation efforts for recovery coached across North Central Washington (Okanogan, Grant and Chelan/Douglas Counties) and across programs. This includes employees of Advance and sub-contracted partners. The person will work collectively with the Director of Operations to supervise all recovery coaches and build stakeholder relationships with pertinent partners. This position supports all regional recovery coach programs and works to support and audit compliance with contracts and other documents that guide the principles of this work. This position also acts as a resource for community stakeholders and provides coaching on how to connect with peers or meaningfully engage in harm reduction. This role requires frequent travel across the region to ensure consistent communication and coordination between regional stakeholders and subcontracted network partners. By fostering partnerships with local community organizations, the Regional Recovery Coach Manager will expand the reach of recovery coaches and enhance uniformity, accountability, improve service delivery and strengthen the overall effectiveness of peer support in the region with direct impacts on workforce development and network capacity.
Primary Duties and Responsibilities
Program Coordination and Implementation:
- Oversee the implementation, outreach, and care coordination efforts for recovery coaches across Okanogan, Grant, Chelan, and Douglas Counties.
- Ensure program operations align with best practices, comply with Advance standards, and meet contractual obligations.
- Coordinate efforts among Advance employees and subcontracted partners to deliver cohesive services.
- Provide direct training and oversight of recovery coaches and subcontracted partners across North Central Washington.
- Serve as the primary liaison with community stakeholders, organizations/agencies, and others making referrals to the Advance recovery coach programs.
- Supervise and provide guidance to recovery coaches delivering community-based care coordination for individuals with Substance Use Disorder (SUD), ensuring the delivery of trauma-informed, culturally sensitive, low-barrier services.
- Collaborate with the Director of Operations and other Advance leaders to manage performance, training, and development of recovery coaches and community partner staff.
- Foster a supportive work environment to promote professional growth and program accountability.
- Provide mentorship and leadership, offering coaching on peer connection strategies and harm reduction engagement.
- Build and maintain relationships with local organizations to enhance program reach, efficacy, collaboration and referrals.
- Represent Advance recovery coach programs and services at regional meetings, community events, and stakeholder discussions to foster partnerships and advocate for recovery efforts.
- Act as a resource for community stakeholders, providing consultation on SUD treatment modalities, case management, and overdose prevention.
- Identify opportunities to enhance service delivery, accountability, and the effectiveness of recovery efforts.
- Participate in program design, development, implementation, and ongoing evaluation.
- Support workforce development and increase network capacity by fostering community partnerships and maintaining program standards.
- Coordinate onboarding, orientation, training, and supervision of Recovery Outreach Specialists/Recovery Coaches employed by Advance and community partner agencies.
- Ensure Recovery Coaches follow program-specific intake summaries, wellness plans, and maintain confidential records in accordance with state regulations and professional standards (i.e. HIPAA and 42 CFR).
- Provide consultation and supervision in the preparation of case summaries, treatment plans, and progress documentation.
- Travel throughout the region to provide hands-on support, supervision, and coordination between program participants, stakeholders, and subcontracted network partners.
- Address regional concerns and inquiries to ensure consistent program implementation and communication.
- Plan travel in an efficient manner to maximize time spent with regional teams and grant funds allocated for this purpose.
- Serve as a subject-matter expert for recovery coaches, providing tools, resources, and strategies for effective client engagement.
- Guide stakeholders on how to engage in harm reduction and connect clients with peer support services.
- Provide direct services (field-based case management, overdose prevention, etc.) to SUD program participants as needed.
- Perform intake and needs assessments, facilitate warm hand-offs to supportive services, and follow up with program participants during incarceration to re-engage when appropriate.
- Coordinate with case management staff and other community social/supportive services to ensure immediate access and response to individuals needing services.
- Perform the collection, compilation, and preparation of narrative and data-based reports as necessary for internal operations and in compliance with contractual obligations.
- Relay information to appropriate entities (supervisors, community partners, project leads) to maintain program accountability and adherence to standards.
- Monitor and process communication channels (voicemail, email, direct messaging) in a timely manner (daily).
- Ensure clinical documentation, including electronic record entries and program-specific reporting, meets standards and regulations. Work with the Director of Operations and other leaders at Advance to provide periodic feedback and spot checks of recovery coach documentation to support employee growth and development.
- Assist with the assurance of fidelity to the recovery coach standards outlined by CCAR, those outlined by Advance and standards required by contracts.
- Lead and contribute to county and regional service teams, building and strengthening relationships with various stakeholders.
- Provide consultation to care providers and health educators on increasing access to care for individuals impacted by SUD, specifically around inpatient treatment opportunities and supportive services post treatment graduation.
- Exercise leadership in integrated Team-Based environments and community-based SUD peer support/coaching programs in all counties across NCW.
- Willingness to engage in other leadership roles as needed and directed by management.

Professional and Technical Knowledge
- Job duties require knowledge and training in areas related to substance use disorders typically acquired through a formal Bachelor level degree program in Chemical Dependency, Counseling, Sociology, Social Work, or Psychology, or equivalent combination of lived experience of severe use disorder/s and incarceration plus non-academic education and previous work experience.
- For applicants without a Bachelor level degree, acceptable equivalent combination of lived experience and/or non-academic education includes:
- Personal experience of substance use disorder(s)
- Personal experience of criminal legal system involvement and incarceration
- Coursework completion within the comprehensive SUD treatment pathway including Intensive Outpatient Treatment, Relapse Prevention, and Moral Recognition Therapy or the equivalent
- Successful completion of requirements and graduation from a Drug Court program or multi-year probation/parole system or equivalent experience; case-by-case exceptions may be considered.
- Equivalent education or experience working with clients with moderate to severe substance use disorder(s); familiarity with screening, assessment, and evidence-based psychosocial treatments for SUD.
- Equivalent education or experience with evidence-based therapeutic interventions for SUD (e.g., Contingency Management) and brief, structured counseling techniques (e.g., motivational interviewing, behavioral activation).
- Willingness and demonstrated education or experience (on volunteer or paid basis) working with underserved, transient and/or populations at high-risk for morbidity or mortality related to substance use.
- Ability to effectively document services in the client record using an Electronic Community Case Management system and hard copy/paper documentation system.
- Ability to create, send and manage email.
- Ability to access and use web-based applications and other computer programs including telehealth modalities.
- Ability to facilitate additional clinic- or community-based services for teens and adults within the patient population, if directed and with appropriate training, such as group-based communication/mutual support and harm reduction services.
License and Certifications
- Required: Successful completion of WA state certification as CCAR Recovery Coach or agreement to do so within 60 days of hire. Note: Recovery Coach training can be performed during work hours.
- Required: Valid WA Driver’s license and reliable transportation is required for travel between Advance office locations. Driving records are pulled for review as part of the hiring process and annually to ensure safe driving practices.
- Preferred: Bachelor’s degree in chemical dependency, social work, psychology or counseling
- Equivalent combination of lived experience of substance use disorder/s and/or incarceration, successful completion of WA state certification as Certified Peer Counselor or Peer Support Specialist and relevant work experience in similar leadership role.

- Bilingual in English/Spanish is of benefit but not required.

Field-based settings will occasionally include homeless encampments and/or other outdoor areas frequented by unhoused individuals as well as institutional settings including shelters, clinics, hospitals, community organization buildings and county jails. Field-based work settings will be vetted for safety in advance and will not occur without accompaniment by other Advance Personnel, but there is inherent exposure to risk in these settings that differs from office-based work.
Training in safety protocols will precede exposure. Any and all institutional visits, if they occur, will be subject to the safety protocols of the specific institutions.
